The highest five year CD rate remained unchanged for the week at 3.70% however, the average of the top ten best bank rates increased to 3.59% from 3.53% the previous week.  The top rate continues to be offer by Discover Bank at 3.70% but is now matched by State Bank of India which also has a five year CD at 3.70%.  Four basis points or 4/100 of a percent lower is a five year CD promoted by Intervest National Bank with a rate of 3.66%.  One basis point behind that rate are two banks, UFB Direct and Tennessee Commerce Bank, which offer five year CD rates at 3.65%.  Interest rates drop appreciably form this point and then stay in a narrow range through the end of the list.  Goldwater Bank has the fourth highest CD rate at 3.51% and the list wraps up with four separate banks marketing CDs at 3.50% including; iGOBanking, Ally Bank, Dime Direct and National Bank of Kansas City.
