Mortgage rates have been falling since mid March due to a number of factors that include slower global economic activity, low inflation levels and Fed intervention in the bond market.  The most recent improvements and rate activity in the mortgage market appears to be entirely fueled by political turmoil in Europe.

European turmoil has resurfaced with big headlines that are helping domestic bank lending interest rates go lower as money flows in to safe and secure US fixed income markets that includes Treasury bond an mortgage backed bonds.  As money moves in, prices rise and interest rates fall. 

The recent mortgage price gains have pushed interest rates in line with all-time lows.  Based on the most recent survey of bank mortgage rates conducted by Selectcdrates.com, the average 30 year fixed rate mortgage available at the top ten bank mortgage lenders has fallen by 5.1 basis points.  One basis point is equal to 1/100th of a percent.  30 year mortgage rates in the survey dated May 11, 2012 are now sitting at 3.898 percent compared to 3.949 percent in the previous weekly survey.

The government insured 30 year FHA mortgage rate was only marginally less costly on the week.  FHA mortgage rates inched down just 1.2 basis points.  The average 30 year FHA mortgage rate ended the week at 3.763 percent after moving down to 3.775 percent in the prior week. 

Bank mortgage lenders in this week’s survey dropped their rates on the 20 year mortgage by 2.3 basis points.  The average 20 year mortgage edged down to 3.700 percent from 3.723 percent found in the week earlier mortgage rate survey.

Ten year mortgages rates were reduced by the exact same amount as the 20 year term loans.  Ten year home loan rates became cheaper by 2.3 basis points trimming the average rate back to 2.930 percent from last week’s figure of 2.953 percent.

15 year mortgage rates and jumbo mortgage rates did not partake in the rate slide this week.  Both home loan terms experienced a mild uptick in rates.  The conventional 15 year mortgage rate was up by a mere 1.1 basis points while the 30 year jumbo mortgage rate was up by a similar fraction, just 1.3 basis points.  The rise in the 15 year placed the average interest rate at 3.180 percent while the hiccup in the jumbo mortgage rate positioned that interest rate at 4.338 percent.

The mortgage interest rate data collected in this week’s mortgage rate survey was collected on the last business day of the week, May 11, 2012.

Treasury rates were modestly higher on the short end of the yield curve or for those securities with terms of two year or less and were lower on the longer end of the curve or those securities with terms of five years or longer.  This matches the bank rate changes since bank CDs move with shorter term securities even when the CD maturity runs as long as five years.  Credit card rates are the stickiest rates but they also follow shorter term rates most commonly, the prime rate.  Mortgage rates are based on prices for mortgage backed bonds and these bonds usually follow the pricing and rates found on the ten year Treasury.

Interest rates have remained near historic low levels for mortgages and other bank rates since a brief advance that took place in mid March.  Since that time mortgage rates, credit card rates and savings accounts rates have been treading at the bottom of an ultra low trading range.  The recent concerns of slowing low global economic growth and the Euro zone debt debacles are keeping interest rate down. 

Getting back to bank rates and the Treasury yield curve, the six month Treasury rate ticked up by one basis point this past week to yield 0.15 percent and the one year rate stayed even at 0.18 percent.  Meanwhile, the five year Treasury security gave up three basis points or 3/100ths of a percent and the ten year Treasury rate was down seven basis points. 

The modest short term rate increase in Treasuries corresponded to an increase of .001 percent or less than 1 basis point in the average CD rate.  The average bank CD rate is ascertained by the change in the Selectcdrates.com CD rate index which measures the top ten highest CD rates for three month term CDs, six month CDs, one year CDs, two year CDs and five year CDs.  The average CD rate across all terms in the index rose to 1.052 percent from 1.051 percent in the previous week.

Meanwhile the reduction in long term rates led to drop in the average 30 year mortgage rate of 0.05 percent or five basis points pushing the average 30 year mortgage interest rate to 3.898 percent.  The twenty year mortgage rate was cheaper on the week by 2.3 basis points to an average rate of 3.700 percent.  Short term mortgage rates followed the shorter end of the curve and became more costly this week.  The average arte found on a 15 year mortgage increased from 3.169 percent to 3.180 percent.  The 30 year FHA mortgage rate also experienced a rate reduction, dropping 0.012 percent to an average rate of 3.763 percent.

Credit card rates were unchanged this week after dropping in the previous week.  Credit card interest rates have remained fairly sticky while most short tern rates continue to fall this year.  Credit card rates rarely change as frequently as just about any other bank lending rate and since these rates are often tied to the prime rate and the prime rate has not changed it is not particularly eventful that these rates are holding fairly firm.  With the wide assortment of credit card products on the market, it takes more than a few new card offers to come out with rate changes to move the average credit card interest by more than one basis point.

Bank money market rates and savings account rates were lifted this again this week.  The average rate on savings accounts and money market accounts were boosted by 0.012 percent to an average yield of 0.945 percent.  Rate increase on savings accounts are mostly a reflection of increased competitive.  New high yield online savings accounts have been pushing the average up modestly on and off for the past two months.
